Meet the Speakers: 

Michelle Brooks, APR, MPIO

Michelle Brooks is the Director of Communications for the City of Tulsa and serves as Press Secretary for Tulsa Mayor Monroe Nichols. She has nearly 20 years of experience in local government and specializes in crisis communications, issues management, media relations, and strategic communications. During her tenure at the City of Tulsa, Michelle has helped keep Tulsans safe through effective disaster response and communication, including working or leading the Joint Information System (JIS) for 17 active disasters in Tulsa. Michelle has worked for four mayors during her career and leads a team of communication professionals who are responsible for key projects and communication strategies that positively impact the residents of Tulsa. Brooks graduated from Oklahoma State University in Stillwater with a Bachelor of Science in Business Administration with a concentration in marketing, finance, and international business. In addition to receiving her APR in 2015, Michelle is accredited as a Public Information Officer by the Center for Public Safety Excellence and is certified as a Master Public Information Officer by the U.S. Department of Homeland Security. During her career, Michelle has also served as an international fellow for the U.S. Department of State.

Carson Colvin, APR

Carson Colvin is the Marketing & Media Relations Manager for the City’s Communication Department. Carson heads up the Media & Marketing Division and is responsible for carrying out external communications on behalf of the City. Carson has been at the City for six years and has worked for two mayors. Carson has a background in news media and marketing agencies and has a bachelor's degree from Oklahoma State University in Sports Media. Carson received his APR in 2021 and received the 2023 PRSA Tulsa Rising Star Award.
